    4) Full qualification programmes delivered by Institutes of Higher Learning as well as MOE- subsidised full qualification courses offered by Nanyang Academy of Fine Arts and LASALLE College of the Arts

The above programmes, which cover a range of sectors and job roles, were curated based on industry needs to provide the relevant skills training to help mid-career individuals enhance employability.

  3. Will mid-career individuals be given any guidance so that they know which useful skillsets or courses they should go for?

SkillsFuture Singapore has various resources to help Singaporeans make more informed choices about their training plans. The MySkillsFuture portal offers industry information and tools to help individuals search for suitable training programmes.

In addition, the CET Centres also provide career advisory services for individuals who participate in 1) SkillsFuture Career Transition Programmes. The career advisory service will provide participants of the programmes with the support they require to find a new job in the sector that is relevant to the training. You may contact the relevant CET Centres offering these courses for further enquiries.

To view these courses, you may browse the course directory at MySkillsFuture and click on the “SkillsFuture Career Transition Programme”.

Selected degree and post-graduation courses offered by MOE have been listed on the course directory at MySkillsFuture. If you cannot find the course listed on the course directory, it is not eligible for SkillsFuture Credit.

  9. Why are the eligible training courses for Additional SkillsFuture Credit (Mid-Career Support) for those aged between 40 to 60 so limited?

This Additional SkillsFuture Credit (Mid-Career Support) is meant to enable those aged between 40 to 60 to better access reskilling programmes in order to remain employable for the long-term. Hence, it can only be used for selected courses that lead to clear employment outcomes. SkillsFuture Singapore is working with the Continuing Education & Training Centres to increase the range of offerings.

  1. What are the changes to funding of non-certifiable courses?

Non-Certifiable Courses are currently funded at up to $2 per hour. These courses are also granted eligibility to be SkillsFuture Credit-claimable if they are offered to the public. Given that such courses do not deliver clear and tangible outcomes for our workforce and enterprises, SSG will stop funding Non-Certifiable Courses after 31 December 2024. Correspondingly, such Non-Certifiable Courses will also no longer be eligible for SkillsFuture Credits after 31 December 2024.

  2. Why did SSG decide to cease funding for non-certifiable courses?

This change is part of SSG’s continuous effort to ensure courses remain industry-relevant, and prioritise funding towards courses that support enterprise transformation and employment and employability objectives such as placement into jobs and wage increase

  3. Would these non-certifiable courses still be eligible for SkillsFuture Credit (SFC)?

Such courses will not be claimable using SFC. With the cessation of funding for non-certifiable courses, their corresponding eligibility for SFC will also be removed.

  4. Why is the eligibility for SkillsFuture Credit automatically removed when SSG’s funding for non-certifiable courses cease?

The eligibility criteria for courses to be claimable by SkillsFuture Credit are as follow:

    - Courses subsidised or approved by SkillsFuture Singapore (SSG) including online courses

    - Selected courses offered by Ministry of Education (MOE)-funded institutions.

    -  Courses supported by public agencies.

    -  SkillsFuture@PA courses offered by the People’s Association, courses offered by the Infocommunications Media Development Authority of Singapore (IMDA)’s Silver Infocomm Junctions and selected courses under National Silver Academy.

With the cessation of SSG’s funding for non-certifiable courses, such courses will no longer meet the eligibility criteria for SkillsFuture Credit.

  5. Does this move reduce the variety of course choices available for individuals?

There will still be a wide array of courses available to individuals as non-certifiable courses currently constitute <10% of SSG’s total funded courses and about 5% of all SFC-eligible courses. SSG will continue to work with public agencies to ensure a wide range of SFC-eligible courses to support individuals in their learning and career journeys.

  6. With the cessation of funding for non-certifiable courses, what are the other funding support available?

Baseline course fee subsidies will continue to be provided at up to 70% for courses offered by SSG-appointed CET Centres, and up to 50% of course fees for certifiable courses approved by SSG.

Enterprises and individuals who qualify for SSG’s enhanced subsidy schemes [SkillsFuture Mid-career Enhanced Subsidy and Enhanced Training Support for Small and Medium Enterprises (SMEs)] will continue to receive an enhanced subsidy of up to 20% points above the baseline course fee subsidies, such that their total subsides will be up to 90% of course fees for courses offered by SSG-appointed CET Centres, and up to 70% of course fees for certifiable courses approved by SSG.

Enterprises can also offset the additional out-of-pocket expenses with the SkillsFuture Enterprise Credit (SFEC). Under the SFEC, eligible companies receive a one-off $10,000 credit to cover up to 90% of out-of-pocket expenses on qualifying costs for supportable initiatives for business and/or workforce transformation. In addition, enterprises can tap on the consultancy services provided by the National Centre of Excellence for Workplace Learning (NACE). Please refer to https://www.enterprisejobskills.gov.sg/content/upgrade-skills/sfec.html and https://www.enterprisejobskills.gov.sg/content/learn-at-the-workplace/national-centre-of-excellence-for-workplace-learning.html for more information on SFEC and NACE respectively.

For individuals, they can offset the additional out-of-pocket expenses with the SkillsFuture Credit. In 2020, SSG has also enhanced the support for individuals through the SkillsFuture Credit top-up for Singaporeans who are aged 25 and above as at 31 Dec 2020, and the Additional SkillsFuture Credit (Mid-Career Support) for mid-career Singaporeans who are aged 40 to 60 as at 31 Dec 2020. These are on top of the opening SkillsFuture Credit of $500. Please refer to https://www.skillsfuture.gov.sg/credit for more information.

  1. Why do lower-income earners receive the same amount of credit as high-income earners?

SkillsFuture Credit is a broad-based initiative that encourages individual ownership of skills development and lifelong learning. SkillsFuture Singapore (SSG) already provides substantial course fee subsidies, at up to 50% to 90%, for SSG-supported courses to all Singaporeans in the workforce.

Singaporeans who are 40 years old and above can also enjoy higher subsidies of up to 90% of course fees for MOE- and SSG-supported courses under the current SkillsFuture Mid-Career Enhanced Subsidy.

For Individual-Initiated refunds, payment can only be made via eNets.

  7. What does the ‘Pending Payment’ status and ‘Pending Payment Confirmation’ statuses mean?

For Refund Requests with ‘Pending Payment’ status, it means that a refund request has been triggered by the Agency (SkillsFuture Singapore) to the individual and is currently pending the individual to make payment.

For Refund Requests with ‘Pending Payment Confirmation’ status, it indicates that the refund request has been triggered by the individual. The payment made by the individual is awaiting confirmation from the Agency (SkillsFuture Singapore).

  8. What is the difference between a refund request and a refund that I initiated myself?

A refund request refers to a refund requested by the Agency (SkillsFuture Singapore), while a refund that you have initiated is a request triggered by you to return the credits back to the Agency.

  1. Is $500 in credit enough to cover training costs?

Singaporeans have access to a wide range of funding to support their skills development. Many courses are already highly subsidised by the Government to ensure that training costs are affordable. In addition, the SkillsFuture Credit (SFC) can be used on top of course fees subsidies provided by the Government.

Individuals aged 25 and above as of 31 December 2020 would receive an SFC top-up of $500, which can be combined with the opening credit that they would have received i.e. they would have up to $1000 of SFC to defray out-of-pocket training expenses.

Individuals between 40 and 60 would receive an Additional SFC (Mid-Career Support) of $500 i.e. they would have up to $1,500 of SFC to defray out-of-pocket training expenses for SkillsFuture Career Transition Programme and approved courses.

For Massive Open Online Courses (MOOCs), offered by overseas Training Partners, you may pay the gross course fees up front to the Training Partner and submit the claim for reimbursement of SkillsFuture Credit to you within 60 days before and 90 days after the course start date. Your SkillsFuture Credit account will only be closed upon death or annulment of your Singapore Citizenship.

It cannot be used to offset other charges imposed by Training Partners that are related to course registration, course withdrawals and administration fees.

  11. Why is the credit set to pay to Training Partners default payment mode?

There have been instances of individuals making fraudulent claims without attending or signing up for any course. To reduce the risk of such claims, SSG will disburse SkillsFuture Credit payment directly to Training Partners for courses that the individual has signed up for.

  12. Why are overseas MOOCs exempted from this revision?

We are not exempting all overseas MOOCs and have carefully curated this set of MOOCs that are high quality, hence they are allowed to be on pay-to-self. All other TPs have only pay-to-Training Partner option, and only very few exceptions are granted based on special considerations.

In addition, SSG is working on a payment system that will eventually bring all TPs (including overseas MOOCs providers) onboard the default pay-to-Training Partner mode.

  13. Will there be a risk of Training Partners making fraudulent claims instead with this default payment mode?

Training Partners under the SkillsFuture Credit scheme are subjected to regular audits. SSG will not hesitate to take action against Training Partners who breach the Terms and Conditions.

Should you encounter possible fraud cases involving Training Partners, please contact SSG at 6785 5785 or through our feedback portal.

The supported file types are PDF, DOC, XLS, TIF, JPG and PNG.

For overseas Massive Open Online Courses (MOOCs), you may also submit proof of participation during claim submission. Please also ensure that you keep the relevant supporting documents for at least six months.

  18. What should I do if I do not have an email account and/or handphone number? How will I receive notification on my claim?

In this case, please contact your bank to set-up a PayNow account.

To prevent any payout delays, please ensure that your bank account and contact details are accurately captured and updated in your SkillsFuture Credit account. If you do not receive the amount within 30 days from the claim submission date, please contact SSG through our feedback portal.

  20. When can I cancel my SkillsFuture Credit claim submission?

  21. Why was my claim rejected?

The reason for rejection will be provided under the claim details page in your SkillsFuture Credit account.

  22. I have submitted the wrong claim details (for example, Training Partner, course name, course fee amount, claim amount, supporting documents). Can I edit the claim submission?

If you have submitted the wrong claim details, please cancel the claim submission and submit a new one with the correct details, no later than 1 day before the course start date.

  23. I entered my bank account details and an error occurred. What should I do?

For overseas Massive Open Online Courses (MOOCs), you may submit a claim immediately after updating your bank account details in your SkillsFuture Credit account.

As of Jun 2022, the list of overseas MOOC Training Partners offering approved courses under the SkillsFuture Credit scheme include:

    1. eCornell
  31. What is the order of fee deduction for SkillsFuture Credit on MOE-funded courses that come with other financing schemes?

In order to avoid multiple claims from the different Governmental financing schemes, MOE-funded institutions are to adopt the following order for fee deduction:

    1. Tertiary Tuition Fee Subsidy (TTFS) Scheme/Scholarships/Bursaries (that cover tuition fees)
    2. SkillsFuture Credit
    3. Post-Secondary Education Account (PSEA)
    4. Loans (for example, CPF Education Loan, Tuition Fee Loan and Study Loan)

The use of SkillsFuture Credit will only apply if the individuals indicate their intention to finance the course using their SkillsFuture Credit. If the individuals apply for both SkillsFuture Credit and PSEA to defray their course fees, SkillsFuture Credit will be used for fee payment before PSEA.

  1. Why is SkillsFuture Credit only available to Singaporeans aged 25 and above?

The SkillsFuture Credit is targeted at Singaporeans who have generally completed their full-time education and are in the workforce or preparing to join the workforce. It encourages working adults to invest in their continued learning journey and be active learners.

SkillsFuture Credit is just one form of support available to help Singaporeans upskill and reskill. MOE/SSG provide substantial course fee subsidies for the local workforce to take up training. Those aged 30 and below can also tap on their Post-Secondary Education Account for skills upgrading through approved courses by the Institutes of Higher Learning (IHLs), public agencies and other training partners.

  2. For Singapore Citizens who turn 25 years old from 1 January 2021, are they eligible for the SkillsFuture Credit Top-Up?

This top-up is only for Singapore Citizens who are 25 years old or above by 31 December 2020.

For citizens turning 25 years old from 1 January 2021, they will receive their SkillsFuture Credit account activation letter in the first quarter of the same year, informing them of the opening credit of $500, which does not expire.

  3. Why do those aged 40 to 60 get an Additional SkillsFuture Credit (Mid-Career Support)? Why is the cut-off age at 60?

The Government seeks to address the areas of greatest needs, and this differs for different age groups, who are at different stages of their lives.

For Singaporeans aged between 40 and 60, they may need a more significant reset of their skills in order to remain employable for the long term. Hence, the Additional SkillsFuture Credit (Mid-Career Support) is part of the Mid-Career Support Package which is a targeted package to create more career transition opportunities for locals between 40 and 60. It can only be used for SkillsFuture Career Transition Programme.

Nonetheless, we agree that lifelong learning is important for all ages, and we encourage all individuals to take ownership of their skills development journey. This is why all Singapore Citizens aged 25 years and above will be given a SkillsFuture Credit top-up of $500 from 1 October 2020. Singaporeans above the age of 60 will be eligible for this top-up, and will be able to use both the top-up and their opening credit to defray out-of-pocket training costs for eligible courses. This is on top of the existing training subsidies under the SkillsFuture Mid-Career Enhanced Subsidy for Singaporeans aged 40 and above, which provides enhanced funding support of up to 90% of course fees.

  4. For Singapore Citizens who turn 40 years old from 1 January 2021, or those who are 61 years or older as at 31 December 2020, are they eligible for the Additional SkillsFuture Credit (Mid-Career Support)?

This Additional SkillsFuture Credit (Mid-Career Support) is only for Singapore Citizens who are aged 40 to 60 as at 31 December 2020.

Citizens who turn 40 years old from 1 January 2021, or those who are 61 years or older as at 31 December 2020,  will receive the top-up credit available for all eligible Singaporeans aged 25 and above as of 31 December 2020.

  5. Why are Permanent Residents not eligible for SkillsFuture Credit?

The SkillsFuture Credit is aimed at helping Singaporeans in their learning and skills development, and is in line with the Government’s commitment to provide support for Singaporeans to maximise their potential throughout life and secure good jobs.

  6. Are new Singapore Citizens eligible for SkillsFuture Credit?

New Singapore Citizens aged 25 and above will be eligible for the SkillsFuture Credit after they have received their Singapore citizenship. SSG will inform them about their SkillsFuture Credit accounts and when they will be able to start using their credit.

  1. What supporting documents do I need to provide for my SkillsFuture Credit claim for courses by overseas MOOC providers?

To avoid delays in processing your SFC claim, please submit a scanned/electronic copy of the receipt from your MOOC provider with the following details:

    1. Your name (ensure that this is the same as in your NRIC)

    2. Course title

    3. Name of MOOC provider

    4. Amount of course fees paid (preferably in Singapore dollars)

    5. Course start date (ensure that the date in your claim matches this date)

Please click here for a sample receipt.

  2. My name on the receipt is different from the name in my SFC account. What should I do?

Contact your MOOC provider for instructions on how to generate a new receipt with your name as per your NRIC.

  3. My receipt is in a foreign currency. What should I do?

The recommended course of action is to contact your MOOC provider to generate a new receipt in Singapore dollars.

Alternatively, you can supplement the receipt with a credit card or bank statement that shows the payment transaction to the MOOC provider, showing the transaction in Singapore dollars. Please note that bank charges, e.g. bank transfer fees, if any, cannot be included in the SFC claim.

If a receipt/invoice in Singapore dollars or a credit card/bank statement is not available, we will apply the MAS exchange rate at the purchase date indicated in your invoice for conversion.

  4. My bundle of courses from the MOOC provider is not listed as a single item on the SFC course directory, can I claim for individual courses?

If the course is not listed as a bundle in SkillsFuture Credit course directory, you should submit individual claims for each course in the bundle, as per course title.

Please note that you may only claim for courses that are listed in the SkillsFuture course directory.

When submitting individual claims for each course in the bundle, divide the bundle fee by the number of the courses in the bundle to obtain the course fee for each course in the bundle.

E.g. Bundle total course fee of $29.99, for two courses. Each course would be calculated at $29.99 / 2 = $14.99 and $15.00.

You may round up the course fee to the nearest cent such that the sum of the individual claims is the total price of the bundle.

  5. Is there a sample receipt for me to refer to?

A sample receipt is shown below:
